I was interested in the "new rules" this came from and I found that it was actually first written/said by Bill Maher. This is apparently a regular feature of his show. Here's the real new rules, that Maher said on a show on which George Carlin was guest. (A ha!) I actually like it better than the mis-attributted e-mail version.
